what level of training would be deemed "adequate" regarding mewp training? Would the card have to be Ipaf, or are other training cards acceptable?

Although aware others provide training on the use of such equipment I have always considered the IPAF training to be the benchmark standard.
Only caution would be where a client's contract demands operators to hold an alternative card (CSCS/CPCS etc)however even then most regonise the IPAF standard.

As Clark has said IPAF is seen as the benchmark for MEWP operator training.
The type of training the operators require will depend on what their work entails, by this I mean if the operators are carrying out their work on various sites at various locations then IPAF operator training is what you need. This is because every one of the magor contractor groups (MCGs) recognise and trust the training,certificate/licence and log book system that IPAF and it instructors provide.
On the other hand if the operators only work on your own site, them an in-house training course would sufice, as long as this is a reputable course run by a reputable trainer/ training centre.
