Hi, i have a query regarding the Irish Construction Regulations and the role of the PSDP to co-ordinate the Design of Temporary Works. This is done via the RF2 Form which is signed off by the Temporary Works Designer, Permanent Works Designer & PSDP. The problem is that there is no definition of Temporary Works given by the HSA. For eg. Site electrical power is temporary; Do we need to have a cert for this; In this instance is there a need for the permanent works designer (m&e) to sign off this form???

Things like plumbing and electricity for the welfare facilities / site offices etc isn’t necessarily a design feature, and I believe there is also a provision for this to be done by a competent person and signed off upon completion with regular inspections signed off. The temporary works from my interpretation is works which during the course of carrying out can impact on the permanent structure, e.g. scaffolding, retaining walls, base for cranes, piling etc. in the case of scaffolding since it is a feature on most if not all sites it is usually accepted to forego the RF2 and complete the other necessary hand over cert. and weekly checks, the only area which I would find it appropriate to use an RF2 with scaffold would be an area where specialist design of scaffold is required or where using hanging scaffold etc. its important that in the pricing documents that the QS has taken into account the PC's need to provide a Temporary works engineer to supervise such issues or else as this is a PSDP's duties it could come out of their pocket!
