Does LOLER apply to small trucks/carts/ sometimes known as bogies (no before anyone comes out with, nothing to do with the nose).
They are often used to transfer heavy loads (1 to 2 tons) and do have a SWL stamped on them, they are used in areas where it is not possible to use forklift trucks, very common in the offshore industry.
They are not used and are incapable of raising or lowering loads, they are just a basic cart 4 wheels.
If LOLER does not apply to them what would, PUWER would but what else? If they have a SWL rating on them should they still not be subject to the same inspection regime under LOLER and if so should they be classed as a lifting accessory?

As this equipment does not lift or lower it does not fall into the LOLER regulations.PUWER definitely applies.
This equipment is to assist with transportation of goods and is not used in lifting operations so does not fall into an accessory under LOLER either.

What inspection regime does it require, as it in theory would be marked to carry a certain amount?

We have always treated these sorts of small carts as if they were fork trucks with regard to checks, key control, training etc. Therefore, I guess PUWER, particularly the sections on mobile equipment, would be your first point of call
