Morning,
Can anyone advise if there is a legal maximum speed limit set for FLTs working within a warehouse/compound environment (internal and external) and which regulation this is covered by. 5mph or walking pace rings a bell, but I'm not sure where I got this from and if this is considered 'best practice' rather than a legal restriction.

There's no legal maximum speed. FLT operators are normally trained to drive at a speed to suit the conditions, considering the floor condition, loads, the environment, segregation from pedestrians etc.
Best advice i can give is to assess what risks your workplace has and then decide on a suitable speed that is safe but allows them to get the job done. When you've decided what the limit will be get the trucks speed limited to it if you can.

A forklift can overturn at approx 3.8mph !
When travelling a forklift should not be driven faster than walking pace.
The surface condition a forklift is operating on is also an important consideration. It is essential that a floor will support the vehicle and the load it is carrying. When thinking about this you should also bear in mind that the full weight of the load, plus part of the weight of the forklift, may be centred near a single wheel. Check the floor surface for loose objects, bumps or depressions as these can cause you to lose control of the steering or unbalance your load.

I would suggest looking at the manufacturers specifications. Some large fork-trucks in use in large areas (think container ports) move at significantly more than walking pace.
Very much a "horses for courses" answer!

Legally it would be based on risk assessment, but the 5mph used to be in the old HSG 76. I don't think it is in the new one. Gas FLT are also faster than the other types. The new HSG 76 is still an excellent buy if you don't have it.

A forklift should be driven at a speed that is consistant with the conditions of operation. The JCB 524-50 will do 20mph on the open road, but you wouldn't drive at that speed on a building site. No offence but you wouldn't get alot done driving around at 4mph.

In my experience there appears to be only two speeds.
