If you check past postings I think this has been covered before. I believe its all down to the wooly hat affects the protection the hard hats provide, by reducing the air gap etc. However if you look on the Internet you can find hard hats specifically designed for cold work, used in cold stores etc, that have inbuilt thermal linings, probably more effective than a wooly hat under your standard hard hat - obviously still need to check impact standard they are designed to.

Yes it's been covered before, and the answer is simple - unless the hat has something like a bobble or button on it, there's no problem at all in using one provided it physically fits (i.e. the helmet cradle is big enough).

If a hat was an issue, then so is your hair!

I remember the regs stating they should be worn properly and have just had a look to confirm and you do have to wear them "properly", (this initially meant not back to front) but would have thought a "bobble hat" would offer extra protection.

Personally as long as an op has a hard hat on I would just mention the bobble hat underneath, and you can get "warmers" now that can be used with hard hats. but you have the regs and it would be your job to get operatives to comply with them, plus think of the other scenario where your saw an op not wearing a hard hat "properly (with a bobble hat)", did nothing and they were injured.
