If a building plot with a scaffold has been "mothballed" do we need inspect the scaffold as per every 7 days etc? - no access / ladder fitted; or should it be inspected anyway? Thanks.

One cannot merely abandon a Scaffold Structure to the ravages of the environmental elements for an indefinite period of time.
I would suggest that you pull the scafftag and attach signage proclaiming that the Scaffold is out of Commission. However, it would be prudent to maintain the Statutory Inspection regime.

I would agree with placing signs on it, does not have to be scafftag, but carry out periodic checks and then a deliberate check if its to be used or dismantled.
I have one that been erected for 3 years and appropriatly signed but do not do the 7 days inspection, just visual inspection as and when. Its only up for scaffolding inspector courses, complete with faults.

How long has it been mothballed for? If it is going to be for any length of time have you considered dismantling it?

Jonf, regardless of the fact that it is not in use does not take away your "duty of care" if an accident occurs (scaffold not in use, unauthorised access or something coming off the scaffold)) you or your company may well have to prove that you did everything reasonable to prevent it happening, and one of those things would be the seven day inspection records, or other similar inspections and records

Actually I was told by the HSE that "mothballed" scaffolding did not need the 7 day inspection and suggested monthly inspection & after inclement weather but that a thorough inspection was required before returning it to service.

Jonf - am intrigued by your post. Could you say exactly where in the regulations it says this?
I think that if "out of service" you don't need to scafftag / inspect it.
If you pull the scafftag out, the red "do not use" tag appears - combine this with ladder removal and I would consider this "safe".
OK you would have to ensure it does not collapse on people or shed boards - that does not mean a weekly inspection, necessarily. IMHO.
