Posted By SNS To drive through improvements or changes identified through risk assessments or incident investigations.
To visibly champion the continual improvement cycle.
To provide visible support to H&S managers / advisors / assistants / team members.
To add management weight to the monitoring component for HR support / action if improvement requirements are not being met.
To take responsibility for their element instead of H&S being the job of only the H&S department.
To encourage those acting correctly.
Carrot and stick stuff, keep the stick in the background unless / until required for non observers, then take the required action in accordance with the relevant company policy and / or Law.
Probably more to come ....

Posted By warderic Without it you will get nowhere. They must lead by example, if they don't others on the sharp end will follow. You will get nowhere and the job will become intolerable. Besides all that they have legal responsibilities. Fail to carry them out and they could, in a worst case scenario, be looking at prison.
