To quote the blurb on 18002:-
This Occupational Health and Safety Assessment Series (OHSAS) guideline provides generic advice on the application of OHSAS 18001.
It explains the underlying principles of OHSAS 18001 and describes the intent,typical inputs,processes and typical outputs,against each requirement of OHSAS 18001. This is to aid the understanding and implementation of OHSAS 18001.
OHSAS 18002 does not create additional requirements to those specified in OHSAS 18001 nor does it prescribe mandatory approaches to the implementation of OHSAS 18001.

and the blurb on 18004 says:-
BS 18004 provides guidance for an occupational health and safety (OH&S) management system or the OH&S elements of an organization's overall management system, to enable an organization to control its OH&S risks and improve its OH&S performance. It is a revision of BS8800.
So 18001 is the technical requirements for the system, 18002 is advice on how to implement those requirements in practice, and 18004 will be a generic guide to the concept of OH&S management systems. It'll of course refer to the other two, but it's more of a how-to affair instead of a list of rules.
