This is more unsubstantiated, uninformed, decision making. There's no proof that rigger boots are more dangerous than "regular" boots or shoes.

Past experience depending on type of 'rigger boots' is that some soles are so thin they are uncomfortable when standing/climbing some ladder rungs.
Also they should be correctly fitted as some enjoy loose fitting for ease of slipping on/off their feet!

Having worn rigger and ankle when climbing ladders, I have not noticed any difference in performance between them.
