Understand that many countries now use a noise equivalent of 85db(A) for 8hrs.
Is the noise exposure equivalent for 8hrs (a working day)at 90db(A)under HSE requirement still apply?

I am not sure if I quite understand your question.
In the UK The lower exposure action values are
a daily or weekly personal noise exposure of 80 dB (A-weighted); and a peak sound pressure of 135 dB (C-weighted).
The upper exposure action values are a daily or weekly personal noise exposure of 85 dB (A-weighted); and a peak sound pressure of 137 dB (C-weighted).
The exposure limit values are a daily or weekly personal noise exposure of 87 dB (A-weighted); and a peak sound pressure of 140 dB (C-weighted).
Reg 2 of the 'Noise regs' defines a “working day” as a daily working period, irrespective of the time of day when it begins or ends, and of whether it begins or ends on the same calendar day.
Schedule 1 of the 'regs' provides information on how to calculate noise exposure and this is still based on the (actual) length of the workers day divided by the 8 hour reference period.

Thank you for your effort in interpreting my question and kind reply.
I think it is the different method or standard of noise control limit value use by different countries.
The one that I am used to is the permissible exposure limit (PEL) for noise i.e. 85db(A), maximum duration of exposure permitted is 8hrs and 88db(A) maximum duration of exposure permitted is 4hrs. For every dbA increase in sound pressure level, the exposure duration is reduced by half.

Hi,
Maximum permissible occupational noise exposure limit in the range of 85-90dB(A)Leq for 8h/d has been allowed by ISO, EEC and other developed countries. UK, Belgium,Italy, Canada,France and Denmark allow 90dB(A)Leq. Japan, sweeden, Germany,Norway allow 85 dB(A)Leq. These limits are allowed for halving rates of 3dB(A) and working shedules of 8h/d. OSHA allows 90dB(A) for 8hrs with halving rate of 5dB(A).
In my country, India as per the Indian Factories Act - 1948 it is 90dB(A) for 8h.

So, should we start at 80db(A) or 85db(A) to halve the time for every 3db(A). ie
80db(A) for 8hrs or 85db(A) for 8hrs
83db(A) for 4hrs or 88db(A) for 4hrs
I want to prepare a table for reference and where do I start at 8o or 85db(A)?
