Hi all
I was wondering if someone could clear up a debate we are having in our office?
The question is-Do anchor points for WAH fall arrest systems need to be certified eg: eye bolts etc, or is it OK to use a part of the structure such as an RSJ.
This is for a one off job and not for regular use by window cleaners etc

As a fall arrest system would really be an additional protection measure I think it would depend on what other means of protection you had in place and the findings of your risk assessment of the works.

If truly a one-off, then working from the ground up (MEWP etc) should be first consideration.
The RSJ will no doubt give adequate strength, but the person has to get there first! Slinging something round a beam is not going to guarantee adequate mobility, hence widespread use of running-anchor systems which are themselves "certified" and installed & used by trained, competent persons.
Even for this one-off, you also need a rescue plan.

To answer the original question - yes it's perfectly OK, perfectly legal and done thousands of times every day. Only a tiny fraction of the PFPE anchor points used are "installed" devices.
The legal requirement is simple - the structural point you attach to has to be "of suitable strength". This typically means a minimum breaking strength of at least twice the anticipated maximum load, which for a user of fall arrest lanyards would be 600kgf - so your RSJ should not fail under 1200kgf. The *SWL* of the anchor is not what matters, it's the point at which it will snap and let the person fall.
