Any advice very welcome...
we have a situation where we need to carry out plastering works inside a number of electrical riser cupboards, they all have live 400v buzz bar and circuit boards, a permit to enter/work will be used. what other procedures if any do i need to implement?

depending on the age of the building I would have riser checked for asbestos.

It's actually a new building so asbestos not an issue.
would certain fire precautions apply?

I wouldnt have thought so unless any fire barriers or flame retardent materials are being removed from the risers while the plastering is being done.
dont mean to state the obvious but there should be something in place to prevent water from the plaster dripping into busbar chamber. people doing the work should have the dangers pointed out to them, also they should be shown how to isolate supply in event of an accident, trained in rescusitation of electric shock victim.
Is there a work at height issue ?, Escape/rescue plan. Make sure access to riser is secured when workers are not in there present.

Good name given your question.
You don't really provide sufficient info to get a sufficiently specifc answer that you could use for the job; and anyway, you appear to be asking for help in undertaking a risk assessment in a roundabout sort of way.
The range of possible hazards is extensive [& many may be life-threatening]. The possible remedies will be very dependant upon the actual situation of the site.
May I suggest that your best route would be to find a competent safety & fire professional to assist you?
