Posted By nspencer Having got involved with some health surveillance for a housing association I now find out that there is 2 employees who are asbestos surveyors. My question is should they be licensed with the HSE to do this?

Posted By Rodger Alan Ker More information needed to provide a definitive response, however, as individuals they should have personal qualifications from BOHS, and if they work for a company that should be registered with UKAS

Posted By Phil Rose No, asbestos surveyors do not have to be licensed by the HSE to do asbestos surveys. However, MDHS 100 states that organisations offering an asbestos survey service should comply with EN 45004 which is available from UKAS. Individuals can seek personal certification as well, I think that this is in accordance with EN 45013 but worth checking on. But to answer question again, they are not required to be licensed by the HSE for surveying.

Posted By tunstall Asbestos Surveyors need to have attained the BOHS Building Surveys and Bulk Sampling for Asbestos. Asbestos Surveyors do not need to be licensed by the HSE, Regulation 3 (2) (iv)exempts "air monitoring and control, and the collection and analysis of samples to ascertain whether a specific material contains asbestos" this is providing the exposure to asbestos will be 'sporadic and of low intensity' i.e. the concentration of asbestos in the air is not liable to exceed 0.6 fibres per cubic centimetre when measured over a ten minute period, or it is clear from a suitable risk assessment that the control limit of 0.1 fibres per cubic centimetre averaged over a 4 hour period will not be exceeded.

Posted By Dave Wilson No medicals or health surveillance required, also no "specific" training is required also they just have to be "competent"
UKAS, NIACS, ABICS BOHS RICS all have training and schemes in place but no legal requirement to do them or be a mamber
