Posted By Warren Fothergill HSE Policy is a "Statement of Intent" of you or your organisation intends to manage safety, identifying objectives and targets, with the overall emphasis on accident/incident prevention and reduction and minimising the impacts of operations on health and safety. Therefore, it is one of the same. The other aspects within are 'Organisation' - which includes roles and responsibilities specific to H&S; & 'Arrangements' - which is how you are going to do things e.g. risks assess etc. Regards WF

Posted By garyh HSE management system is the collection of procedures which show how safety is managed, including Policy (as above which has 3 parts). Also things like emergency plans, your auditing system, emergency procedures, legal compliance register, training procedures and so on. The manual is often really just the folder you put this all in! The terms often mean slightly different things to different organisations.

Posted By Safe System HSE Policy is a "Statement of Intent" - Misleading. It would be more correct to say that the HSE policy 'contains' the statement of intent... A HSE policy is effectivly made up of 3 sections and is a legal requirement under section 2(3) of HASAWA 74. Section 1) Statement of intent - which will contain non measurable aims, objectives, duties towards wider general public, enviornmental issues etc and should only be around 1 A4 piece of paper. Section 2) The Organisation of H&S which will detail in an org chart the key H&S repsonsibilites and then go into more detail explaining what each responsibility entails. Section 3)The arrangements details the means used to carry out the policy statement i.e. H&S rules, procedures, provision of facilities, fire drill procedure, first aid, general procedures for visitors etc, electrical testing, machinery safety etc etc etc... Hope that helps.
