Hi, I am relatively new to the safety world and would like some advice on risk control measures. I have recently completed a risk assessment with my senior manager and he has asked me what factors should I consider when deciding on risk control measures. I have stated that cost, effectiveness, training, management of measures, maintaining, monitoring and review would need to be considered. I am going down the right path? Any advice would be appreciated.

The basic principle for me is that we should attempt to control the process not the person. In other words the process should be such that it is intrinsically safe. If we can achieve this, i.e. we are not depending upon the person to act or behave in a certain way, then we are almost certainly in control of the situation. The moment we rely on the person, then we have lost that element of control.

Furthermore, if we control the process we can usually introduce techniques such that any failure is to safe. How do you make people fail to safe? PPE,e.g. gloves, always fails to danger.

Finally, in my experience controlling the process may require some expenditure initially, but it is almost always the most cost effective method in the long term. Controlling the person requires management supervision to ensure that control is being achieved. This alone is a significant cost factor.

Hope these thoughts are of some help.

It may be worth while devising a grid with the liklihood of an accident on one side. consequence on the other and 'multiplying' the perceived scores together to gauge the risk of a hazard in order to prioritise control measures. The higher the score, the more cost, time and effort should be put in to reduce the liklihood and / or consequence.

Do you know of the hierarchy of control?

Yes I am aware of the heirachy of control. I was looking at what controls can be implemented after we have completed the risk assessment and what were the factors to consider to decide on the correct control measures.

Hi,
The Management Regs Principles of Prevention would be a good start as I remember its something like:
Avoid risk
Evaluate risks that can't be avoided
Combat risks at source
Adapt work to the requirements of the individual
Adapt to technical/technological progress
Implement the principles of prevention as part of an overall coherent policy and approach
Give priority to collective protective measures that protect the whole workforce over individual measures
Ensure the workforce receive information, training, instruction and understand it
Use the avoidance-prevention-reduction of risk at work as your approach so it becomes part of the organisations's culture.
