Posted By John Allen HIRA stands for Hazard Identification and Risk Assessment. It is a technique typically applied just before a project is mobilised so comes after the high level HAZID (Hazard Identification) and HAZOP (Hazard and Operability Study). A HIRA will look at each task within the construction, installation and commissioning phase and as the name suggests, identify the hazards and then assess the risk. If at all possible there will be no re-engineering of the programme but the plan will be to get all risks down to an acceptable level. The HIRA will include members of the engineering and safety teams but also representatives from the worksite. The HIRA will not be the final risk assessment and in fact is sometimes referred to the “Stage 1” risk assessment. Once the project reaches the site the HIRA report will become the input document for the Task or Stage 2 Risk Assessment done at the site by those carrying out the work. Hope this helps.
