In my opinion this is a specialist area, especially the element relating to contingency planning.

If you are going to be involved then perhaps consider attending the "Public Safety at Sports Grounds and Events" course at the Emergency Planning College in Easingwold or contacting the Football Safety Officers Association for their advice.(http://www.fsoa.org.uk/).

Regards

John
