Do you have to have a written fire risk assessment if less than 5 people are employed at a business?????

If a business employs 5 or more employees, then the 'Prescribed Information' of the FRA does need to be recorded.
The 'Prescribed Information' means:..
1) The ‘Significant Findings’ of the FRA, including measures which have been or will be taken by the Responsible Person
RR(FS)O 2005 Article 9(7)a
2) Any group of persons identified as especially at risk
RR(FS)O 2005 Article 9(7)b
3) The arrangements for effective planning, organisation, control, monitoring and review of the preventative and protective measures
RR(FS)O 2005 Article 11(1)
The full RR(FS)O 2005 can be viewed here

Good luck

Sorry - To make clear, if you employ less than 5 persons across your business recording the FRA is not obligatory - just
However it might be advisable as you still have to complete an FRA and any fire service inspecting officer who calls - not having a written record- will only be able to verify/confirm that you've done one by quizzing you and your staff.
A risky strategy indeed!!!

My advice is to record record record
Irrespective of what some think and some laws indicate when you get to court your records are invaluable if you have no records you will sink

Seems to me that if you have actually gone to the bother of carrying out the risk assessment, then it has got to be worth recording it, if only to help with subsequent reviews etc - saves reinventing the wheel again
