When an actor smokes a cigarette whilst being filmed (such as Dot Cotton), could this be classed as smoking at work?

depending on circumstances actors are exempt. see

Reg 6
smoke free (exemptions and vehicles) regulations

Performers
6. Where the artistic integrity of a performance makes it appropriate for a person who is taking part in that performance to smoke, the part of the premises in which that person performs is not smoke-free in relation to that person during his performance.

I am lead to believe that the laws are better managed in Scotland so the actor rules are different e.g. dummy cigs are to be used and digitization is being used to show smoke where there is none

In this day and age there is no need to actually smoke on a film/ TV set cause technology is there to help us
