We have a Health & Safety policy written under these regulations, however i am being told that these are no longer in force and that they have been revoked with a 1999 version, of which i can't find on google or HSE website, perhaps i am just searching under the wrong terms (Young persons regulations) and it keeps coming back with the 1997 version.

Is there somethiong more up to date (and what is it) or can i keep my policy as is under these regulations.

The YP Regs were subsumed into the Management Regs in 1999, hence your difficulty in finding them. See reg 19

The requirements for young persons are now in the Management of Health and Safety at Work Regulations 1999, Regulations, Regulation 19 is about protection of young persons
