Posted By Swis 1) Would you classify 'safety harness' a PPE or mere a work equipment. 2) If it is a PPE, can it be shared between employees or is it a ‘personal’ item. 3) Who should store it? Employer or employee. 4) Who is responsible for it’s inspection before use?

Posted By FAH Swis Despite my initial reaction on reading the questions, in the interests of enlightening some of our readers, I shall attempt to respond as sensibly & simply as possible. 1.- Yes. 2.- Yes 3.- Depends on circumstances of use but ultimately the employer will bear that responsibility in the UK. 4.- It is the employers responsibility to ensure that appropriate pre-use inspections are undertaken & suitably recorded [this will include who did it]. The actual user should also ensure that a suitable immediate pre-use inspection is carried out & recorded by themselves to ensure that no damage has arisen in any interim period. Frank Hallett

Posted By Sharon Swis Formal inspection procedures should be put in place by employers to ensure that personal fall protection equipment is given a detailed inspection by a competent person. We include our harnesses in our LOLER register of equipment to be thoroughly inspected.

Posted By Renny Thomson My interpretation of "Personal" is that is protects the person using/wearing the equipment, as opposed to "collective" protection which protects many. Take the application of control measures heirarchy in WaH Guidance as an example. Many think "personal" means it is only to be used by one individual. Reg2(1) of PPE Regs 1992 - "PPE" means all equipment... which is intended to be worn or held by a person at work and which protects him against one of more risks...." So a Safety Harness is PPE. However it can be used by more than one individual (Well, one at a time wearing it....)

Posted By Dave Dowan There are several types of personal fall protection systems and equipment. Users of these systems require high levels of training and appropriate close supervision: ¦ work restraint systems and equipment will include a lanyard which must be adjusted, or set, to a fixed length to prevent the user physically getting to a place where they could fall, eg a roof edge or fragile surface; ¦ work positioning systems and equipment enable the user to work in tension or suspension to prevent or limit a fall, eg a boatswain’s chair or linesman. A back-up system is needed in case the main support fails; ¦ rope access systems use two ropes, a working rope and a safety rope, each secured to a reliable anchor. The user’s harness is attached to both ropes in such a way they can get to and from the work area and the riskof falling is prevented or limited. This type of system could be used to access the side of a tall building where a cradle cannot be used; ¦ fall arrest systems and equipment limit the impact force of a fall on the user and prevent them hitting the ground. The anchor point should be as high as possible above the feet of the user to limit the distance of the fall. Equipment should be regularly inspected for wear and damage. You should only consider the use of personal fall protection equipment to prevent or minimise the consequences of a fall when collective preventive measures, eg scaffolds and cherry pickers, are not practical. Personal fall protection equipment that prevents a fall, eg a work restraint system, should always take priority over personal equipment which only limits the height and/or consequences of a fall, eg a fall arrest system.
