Please remind me where I can get the info with regards to 'full high-vis PPE must be worn when working on the highway' where full = a hi-vis top and hi-vis bottoms e.g. tabbard and trousers

I'm not clear as to what you really require given the title of your post.
The New Roads & Street Works Act and accompanying Guidance is fairly comprehensive. Are you after something else?

The PPE requirements under NRSWA are in the safety at streetworks code of practice (the red book as its commonly known).

The CoP under NRSWA does not specify exactly what is required as the final decision will depend on you risk assessment, however the blue book says
"Jackets with sleeves in accordance with Clause 4.2.4 and to Class 3 must be worn on dual carriageway roads with a speed limit of 50 mph or above, unless operatives stay within the working space at all times."

The rules are deliberately vague so as not to insist on sleeved jackets in all circumstance - for example imagine an operative working on a country road with a road burning machine on a hot summers day within a fully protected and guarded work area, having to wear sleeves. It would soon be off and tied around his waist giving him little visibility to others.
As always, assess the risk for each location - compare this to council dustmen wandering all over the road with only flashing beacons on the lorry for protection.

thanks all for responding -it saved me a lot of time and as I thought the area of PPE [hi-vis] is very vague and bottoms are not specifically specified

"Try looking at Chapter 8 Part 2 – there is a section on PPE and, from memory, they say that you should wear long sleeves – ¾ length dependent on RA – when working on a high speed road and motorways. There is something about being totally within the working area etc. It also says that trousers should be used if you’re going to be carrying objects which might block the vest. I’m sure high speed road was defined as anything over 50mph"
