Under the Welfare Reform Bill the Government wish to force those obtaining job seekers allowance to take blood tests for the above. Do you think Employers will be able to do the same if passed or suspend workers pay until they acquiesce.

A number of organisations already require their contractors to undertake medical screening which includes a drug and alcohol "test".
Network Rail is one.

It would be more effective to have roadblocks on every motorway and A road plus random local ones to test drivers, although just as stupid.
This idea seems rooted in 1980's ideology where everyone on benefits was assumed to be a scrounger who only wanted to feed a drugs & booze habit.
What effect on Monday's safety does a Friday night joint have? Granted, Wednesday night's skinfull will still affect performance and judgement on Thursday morning but this can and should be be dealt with on an individual basis.

As a previous poster said a number of companies already test their staff.
I have worked for two large construction companies and they both tested for alcohol and drugs.
One of the companies was expecting a 40% failure rate, which is quite scary, and from what i hear their results werent far off that.
The more testing that is done the better.

Only if you have it as a part of the contract of employment, and have proper processes in place for testing etc.. otherwise, you'd be on pretty dodgy ground.

The companies that i have worked for did it by urine tests.
And you cant just decide one day to start doing the testing.
There are many issues which need to be ironed out before hand between the legal and HR departments. You need to be very clear what your policies are in terms of what are the criteria for requiring someone to take a test, what if they refuse, what if they fail, what happens if someone comes to you and says that they have a problem with drink or drugs etc. All these things need to be very clear before you start or you could end up with a very tricky claim for unfair dimissal.
All of this needs to be communicated to all staff so everyone is aware of what is going on and knows what to expect.

I agree but if a statute is passed allowing the Govt to take urine/blood tests from Jobseekers or stop their benefits that will surely pave the way for us to do the same with workers except we will withhold their pay unless they acquiesce.

Statutes are already in place for some industries - take a look at the Railways and Transport Safety Act 2003 Parts 4 and 5 and para 107.
