Hi,
This may sound like a silly question to some but I'm trying to get my head clear on this point.
Asbestos was completely banned from being used in new builds in 1999. Does this mean that any building built from 01/01/1999 should NOT have asbestos in it, or is there potential for buildings built in 1999 to have ACMs in them?
Can someone help me?

Not banned until Nov 1999 mate so cut off point is the year 2000.

Dave is right. There was lots of stuff sold in 1999 which still contained ACMs such as roof tiles. But have a look at

look at item 2 page 2. Also have a look at INDG223 A Short Guide to Managing Asbestos in Premises, where it basically says that the following may be relevant: the age of the building, the information which you can get from building plans, builders invoices, inspections of the premises, consultations with unions and safety reps etc.
If these point to strong evidence that no asbestos is present, then you do not need to do anything other than record why this evidence indicates that there is no asbestos present.
I had to do all this for a massive housing development. The development was begun in 1997 and was finished in 2001, staddling both sides of the cut off date. I wrote to the builders and they confirmed that they never used asbestos on that site, which had never had buildings on it before the houses were built. Along with other info as stated above, the HSE were OK with me sayiing that I did not require surveys.

I do not know of any asbestos containing building product manufactured in the UK after 1990. If you can provide details of any material manufactured after that date it would be appreciated.

manufactured and available for sale are two separate things mate, we have come across buildings built in the late 90 with AC Sheets, floor tiles, gaskets roof tiles etc. although all low risk still have been used.

Eternit asbestos containing synthetic slate was supplied at least, right through into 2001 in my experience.
I've seen it as roofing slate and window sills in properties constructed between 97 and 01.

A colleague of mine carried out a survey of building constructed in 2000 and found ACM albeit in gasket form. So be careful as the manufacture may have been prohibited but the sale of and the use of may have been less controlled. The recent HSE campaign highlights the fact that anything built or refurbished before 2000 may contain asbestos.

I have heard stories of buildings built after 2000 which contained Asbestos. May just be myths though.

Sometimes repairs using materials which contain asbestos were made to buildings which in themselves were not constructed using any ACMs.Ah the good old days....

Just because it was outlawed in Nov 1999 does not mean it was not in circulation for a while thereafter.
It takes time for materials to deplete. Not definite but it is plausible that it will be found...

The date in 1999 was for the permitted installation. The sale was banned some time previously
