Would a fat sprayer in food manufacturing, under pressure, be covered by the Presure Systems regs?

Difficult to say without knowing how the sprayer works and what the pressures are.
Take a look at http://www.opsi.gov.uk/si/si2000/20000128.htm#2. If your sprayer meets the requirements of a pressure system and the fat meets the requirements of a relevant fluid then they will apply.
