Posted By Bob Youel there is nothing written down that I know of that specifically indicates what you have said that comes to mind easily. However the requirement is implied in many areas e.g. via the management regs

As with many areas of H&S legislation, it is implied: risk assessment and its implications could be seen from an organisational perspective as testing your system, because at least you are actively analysing it(European health and safety Framework Directive (89/391/EEC being the Euro root for that), the ideal being then that you monitor and review. So it is testing of a sort. Just a different type.
