What is the liklihood of the asbestos in fuse boxes becoming damaged during fuse replacement? Our company is not insured to work WITH asbestos as such- so would this activity be classed as such?

I suggest only you insurer can clarify what they mean by that expression, however this may be a standard policy term.
The activity you describe is likely to disturb fibres, and is one of many described in the Asbestos Task Manual (see HSE website).
Those undertaking the task require specific training and must take suitable precautions.
In the absence of this training and suitable R/A etc, your Insurer will surely exclude this from your cover. I think you need to discuss the matter with your insurer.

Ron is correct, there is a risk of disturbing fibres within fuse flash guards. This work can be undertaken `in-house` as long as the appropriate level of awareness training and competency can be demonstrated. The task essentials section of the HSE website will give the guidance you need. Having said that the issue lies with your level of insurance cover or the interpretation of said cover. You should consult your insurance provider. Maybe you could consider the replacement of the flash guards with a non asbestos alternative. The safe removal could be undertaken - if the apparatus can be isolated- by a licensed contractor who will be insured and indeed authorised to admnister removal and disposal. Hope this helps.
