What should be the frequency of asbestos surveys the regs state that the record should be up to date. Does this mean that if nothings changed since 2003 the survey is still OK.

There is NO need or requirement to "re-survey".
The requirement is to conduct a review of the efficacy of your management arrangements.
Annually should do.
That said, there will be many Organisations still out there with Asbestos Management Plans based on historic & extremely poor and non-compliant Survey Reports.

If you have a valid "Management Survey" you will not need to do this again.
what you have to do is implement an "Asbestos Management Plan" based on the initial survey and the re -ispections etc will all be decided on what you have asbestos wise and what you intend to do to manage it!
