Accidents arising from driving activities,investigation, outcomes etc. are a proper area for focus, Km travelled pcm or pa are surely of a lesser relevance. That said, the people who manage and service your vehicle fleet (and the people who pay out expenses for use of personal vehicles) are the people who should be keeping tabs on vehicle mileages, not the HSE Adviser - seems a terrible duplication & wasted effort!
