winning hearts and minds through H+S culture.

My own view is to create a culture, this in my opinion helps to breed H&S through the company. Zero tolerance for me assists in hiding the true commitment to H&S as employees fear reporting incidents.

hearts & minds has been proven to be the best in the end - however 0 tolerance is a tool and people irrespective of what is said do like guidance and O tolerance can provide that guidance
all in all a combination is the best

Hearts and Minds every time, but be prepared to apply zero tolerance to some if they cannot abide by the expected standards and rules.
Classic for me is Scaffolders, if they cannot work to their own agreed method statements, and / or guidance on a permit, then you'd be an idiot to accept poor ways of working in which a fatality could be the consequence.
I throw them off the site.

When we deliver this type of improvement with clients there has to be an element of both. Development of personal and team responsibility through focusing on personal and group consequences. Backed up by fair and consistently applied formal discipline if it is ever needed.
