As it says, can the cdm co-ordinator sign it on behalf of the client (none-domestic client), or does it have to be signed by the client?

the F10 can be signed by anybody who has the authority and permission from the client to sign it e.g. the clients officially appointed person of suitable authority i.e. a CDMC, a senior designer, a project manager etc
The point being is that there is a signature for the courts etc to get at and anybody signing such a document is THE liable person if anything goes wrong so those signing the F10 need to be fully aware of possible outcomes and their duties
A very junior member of a clients staff would not be seen as a person of authority so a client cannot get out of their liability and duty etc via that or a similar route
Its much easier if the client accepts the accountability and signs the doc as they should

The client or CDMC can sign the F10 but the ACOP suggests that the CDMC should notify the HSE (table on page 5).

No matter who signs the F10 the client remains responsible - this idea of a responsibility extending to the signatory personally because they have signed is the very issue that caused so much LA heartache in the early days. The Client is the Legal Person and the will of the Client is expressed through the nominated person. It is the Client, as the legal person, who is the focus of the courts attention.

Nobody needs to sign the F10 anymore since the introduction of the electronic version on the HSE website.
You can tick the box saying ' I have made the client aware of their duties' then submit it and the job is done.
Just make sure you have some form of proof that you have made the client aware of their duties.

I have been advised by HSE that a copy of the F10 completed on-line is retained by the client and signed for own records.
