Hi all

Any suggestions for fire emergency controls where there is a business (offices) below a domestic flat?

depends as usual on a number of things.
Same/different landlord, any sharing of escape routes, what is held in the business below, whether the business occupier is a relevant person for the business FRA and vice versa, what fire safety systems are in place in the flat above and in the business below, whether the flat is social housing/HMO, the date of construction(for building regs requirements and likely compartmentation standards), whether the flat is constructed or converted, has FRA been done in the past, is either the flat or the business or both vacant(eg is estate agent or landlord doing it), who is responsible for the electrical installation and other testing, is the reponsibility for co-operation being carried out, was the business unit subject to a previous fire certificate, etc etc etc.
I don't mean to be a smart alec - I carried out exactly this type of risk assessment on a property a while ago. Mine was on the common area of flats above a number of shop units. It brought disagreement from different fire officers about whether residents and occupiers in the shop below were relevant persons, which was a thread I posted a while back. The flats above shared a rear evacuation corridor with the shops below which made it more interesting: the flats and shops were owned by the same freeholder but some of the flats were sublet.
If the flat in your case is linked and forms accommodation for the shop below it may be a bit easier in terms of linking the risk assessments together.
Hope the above helps. I really do not want you to think that I am being clever-clever, but these are the things which I either considered or was reminded of by fire officers.
