A friend asked me if there is any legal requirement to provide only 110v on a construction site. He is currently working on a site where they have workshop which is powered with 240v, which is necessary because I am told some equipment will not operate at 110v. I am not aware of any legal imposition for 110v only.

There is no law saying that 110v is the only electrical source allowed - its back to common sense, risk assessment etc and looking at the various guides there are e.g. HSE etc
Where >110V is used even more care should be taken

There are Regulations (Laws) & Guidance that cover this situation although they don't specify what equipment to use.
Electricity at Work Regulations 1989 - Regs 6 & 8 (Adverse conditions + Earthing)
Published guidance (HSR25) specifically mentions use of 110v Centre tapped transformers and 110v equipment on construction sites, as does HSG150. If the use of 230v equipment can't be avoided, an RCD should be used. Plugs & Sockets should also conform to IEE standards.
