who is responsible for the pat testing arrangements with regards to sub contractors on site . Is it the sub contractors themselves or is it the company that they are sub contracted to.

My opinion is that the main or principal contractor is responsible for allowing equipment onto site and should always ensure portable electrical equipment has been tested prior to allowing onto site, and disallowing anything not to the required standard.

It then becomes the responsibility of the owner or "user" to have the equipment tested.

The main or principal contractor is responsible for his own equipment.

The answer is both.

The subcontractor has a duty to ensure all electrical equipment is safe and suitable for use. This can be proved by ensuring PAT testing takes place.
The principle contractor has a duty to ensure all equipment used on site is safe. This can be proved by insisting all subcontractors only use suitably tested equipement, and inspecting sample test records and equpment if appropriate.

Aditionally the client has a duty to ensure all reasonable measures are taken to ensure safety on site.

Andy I disagree. PAT testing is nothing to do with the client as the site is under the control of the PC or main contractor. PAT is the users responsibility but PC is always responsible.
