Need to help develop a major incident/business continuity plan. Can anyone recommend any suitable literature or planning tools etc?
High risk environment with electricity and chemicals.

Not sure where you are located but the best advice is to get expert assistance. A full plan is a major task and you do need the competent advice.

While I agree with Bob given the hints about your workplace, you should also look at http://www.direct.gov.uk...groups/dg_digitalassets/@dg/@en/documents/digitalasset/dg_176447.pdf for an idea of just what you will need specialist advice about. In your case there will be requirements in COMAH,
