As a rough guide, if > 50 or so persons are expected to use a door, then it should open in the direction of escape.
That number should be reduced when considering children, the infirm or elderly.
Other examples where such doors are required may include where escape is required at speed - where a fire may develop rather quickly. Examples include paint spray booths, kitchens and laboratories.
