Am I right in thinking there is an exemption for actors smoking in live performances or during live film or tv broadcasting.

Regulation 6 of the Smoke-free (Exemptions and Vehicles) Regulations 2007 applies.
"Where the artistic integrity of a performance makes it appropriate for a person who is taking part in that performance to smoke, the part of the premises in which that person performs is not smoke-free in relation to that person during his performance."

No exemption if they are performing in scotland as I know it
Lead to believe if a script really need smoking the action can be 'dubbed [right term?] in after shooting when making a film

Assuming this was a genuine question AHS...
The Regulations relate to premises not to people so the answer is no.
I should have said that my answer above relates specifically to England
