We are contracted to work for a large company, who shall remain nameless, and we reported unsafe working conditions to them about a month ago, e.g collapsed manholes in the workplace and overgrown grass areas which we are expected to walk through daily. We are expected to work on through these conditions even though we run the risk of injury or more serious consequences. Apart from refusing to work or even reporting the situation again, is there any other line we could pursue to get this rectified. I actually think they are disregarding this issue based on lack of funds. Could we as contractors report this to the HSE or ask for their advice?

Respectfully, the HSE will have no interest in long grass. If the grass is too long, cut it.
Your employer (or you if you're self-employed) also has a duty of care here. To protect you and others, then he (or you) should take some intitial responsibility and (e.g.) place steel plate over, or otherwise barrier-off the hazard. Send the bill for this and the grass cutting to the client.
Take and keep some pictures of before and after - just in case.

If its a large company (though nameless) and if they are 18001 certified, meaning they have a safety management system in place, they also have to have a refusal to work procedure in place within this safety management system.............ask.
From a legal standpoint, it don't matter whether you are a direct employee, self employed, or a subcontractor, they have a duty of care to yourself.
