12 bungalows form a sheltered housing compound for the elderly. It is located in the 'sticks'. A warden visits the site twice a week. They have a careline for emergency use.

Grit bins are in place in winter for use by the residents. Given the location, gritting by contractors (which has been done in the past) is very expensive.

Concern has been expressed that the organisation knows it gets icy, and that expecting the residents (some fragile, some elderly)to spread the grit could lead to an accident. Any comments?

Not down to residents to carry out gritting,
as you say the organisation are aware of the hazard of slip,trip and fall, failing to carry out gritting because of cost does not absolve them of there responsibility, neither does supplying grit bins.

It is the proverbial can of worms and there have been a number of previous threads on gritting, which you may want to have a look at.

Of course, cost CAN be taken into account by using the test of SOFARP.

Have found grit bins being used for disposal of waste by drivers and have reports sharps being disposed off in them
