You don't need a procedure for every facet of your business, work at height for example would fall within your procedure for risk assessment and first aid would fall within your procedure for dealing with emergencies, the specifics would be in the safe systems of work and risk assessment.

Posted By h&slee Steve thanks for your feedback, I probably did not explain enough, we currently have policies & procedures & what I am looking to do is put them in a format that complies with the 18001 accreditation.

Steven is absolutely right and you are going beyond the base certification requirements. The Management System level requires a procedure for risk assessment, this would include such as prioritisation as well. Precise details on F/A, Working at height etc are at a level below the overall Man. System and their existence provides part of the evidence that the management system is functioning correctly. There is no format that is 18001 compliant - it is what your organisation chooses to do and it should comply with your management system requirements NOT 18001 as such.
