depending on where you are the Lincolnshire Road Safety Partnership are very helpful.

We are looking at implementing a group driving policy, but the following questions have been raised:

What constitutes as driving on company business?

Does commuting count? - I don't think so, as personal insurance covers social/domestic and commuting

What about travelling to a course etc, Does it only count if you are claiming expenses?

any thoughts or guidance would be welcome.

The way we clarified this was by defining each individual's 'work-base' on their contract. Therefore if you were contracted to be based from home, any visit to a site would class as business travel. If you were contracted to be based at site 'A', travel from home to 'A' and back would be considered commuting and therefore not business travel. If you were based at 'A' but had to go to 'B', then this would be classes as business travel regardless of whether starting from home or 'A'.
