Posted By dave marshall Hi everyone (Apologies in advance as I am not from a construction background just very interested) I have just been reading through CDM 2007 and am trying to gain understanding as to roles and responsibilities within. Does the project/site manager take overall responsibility for safety on site? (Don’t mean to offend) Or would it be the resident Safety Manager? And who normally approves all method statements and risk assessments on site? are their key areas to follow when reviewing method statements?
Other than a competent person could anybody simplify the above?

Overall responsibility for safety on site has to reside with the most senior site based person on site employed by the contractor holding the main contract. The SO will report to him either as a direct reporting line or as an "indirect" with direct responsibility to a manager elsewhere in the organisation. This is much as happens in most organisations.
MS/RA approval normally depends on how the site management is structured but would normally be joint among the site team. No they do not have any particular guidelines as this again is a matter for each individual organisation. Subject only to the broad guidance for all risk assessments

We have created a myth that only certain individuals within an organisation shoulder responsibility for safety...hence still too many cowboys in our industry. It is getting better, but miles from where it should be. CDM is a great subject to get your head around, until it comes to some of the more technical stuff which can be quite intimidating. The more I learn about Construction the more I realise how much I dont know. In CDM every day is a school day.
