HSE Purchase Specification: powered hand tools

Hi All,
Does anyone use a purchase specification type system for procurement of powered hand tools? i.e. vibration limits, noise emissions, weight limits etc? We are looking into our tools at the moment and think it would be beneficial to have a purchasing policy/checklist.
If you have, would you know what limits you have set as I am finding it quite difficult to specify requirements

Wouldn't everything be covered as long as the tool is CE marked?

Not necessarily. vibration and noise limits vary according to manufacturer. Also the specs advised by the manufacturer aren't always that accurate. For true field readings I use OPERC HAVTEC.
In response to the original question our policy is to purchase the lowest vibration and noise equipment available.
