i was curious to know if there is anyone out there with construction work experience as a HSE Manager or engineer in a Project Management company.

I am interested in advice on approaching implementation of HSE Policies or strategy for contractors with little or no previous exposure to compliance on a construction site. I am also curious to know the best approach to take when implementing a HSE Project plan in a country whose legislation doesnt provide much enforcement or due diligence with compliance. Any inputs would be appreciated.
