Hello
I am currently writting a method statement for fixing cappings on the seventh floor of a building, I will be using a mansafe system with a lanyard of appropriate length.
When fixing the brackets & cappings what is the best way to prevent these from falling over the edge also tools used for fixings ?

To prevent them falling is the question!
I think you should provide a scaffolding/timbered/net deck to catch anything that falls, including the workers. I know it is rather high but a good scaffolder would be able to oblige. Get some estimates and see what they can design for you.

I can not cordon the area off below due to the works being carried out, however I have gone with the competent person approach and using 110v tools attached to suitable anchorage on the roof.

Can you have the components tied to a suitable anchorage through screw / bolt holes until first fixed?
Is there a facility to have a debris net below the working area to prevent dropped items reaching the ground or any one below - or as ChrisBurns suggests a scaffolding overhang (can't remember the correct terminology).
Is there cherry picker access? There are high lift ones available which could reach the height if they can get close enough?
You need to protect those who may be below the area, or prevent access for the duration of the work.
Can battery tools be used to remove the need for cables?

Alan i would remove the risk of tools or materials falling by re programing the activity to ensure there is no risk to the worforce working below ,becuase if an incident did occure first thing raised would be why did the project allow the risk to occure in the first place when it was avoidable
