We are currently reviewing our standards in a site trailer park.

To describe it, it is a large fenced area about the size of a football pitch with trailers parked around 3 sides

The open area in the middle is lit satisfactorily (around 20 lux average - ref HSG 38) but between the trailers is considerable shadowing.

What do we think industry best practice is here? Provide additional lighting between ALL parked trailers (could be 60 - 80) or provide drivers with torches for the occasional access to rear of trailers

All views/opinions and real life case studies welcome

We have a simliar situation but have had to increase the lighting in our yard due to insufficent levels, you are going to get shadow areas but my understanding is that only the areas of activity or regular access need the average 20 lux lighting levels, all areas however must maintain the minimum 5 lux.

We have made sure that if the driver needs to connect vehicles, open trailer backs etc the levels are at the average as a minimun.

Its costly but the best practice would be to supply sufficent lighting to all activity areas of the trailers, well place additional lighting would give you good cover if mounted high, get a quote from a lighting company, they should also advise on the the minimum standards.

HSE have just published a range of free guidance notes about workplace transport - see their 'What's New' web pages. One of them covers lighting issues. Not sure if it will answer your question but the guidance notes may be of interest anyway.
