Within the Plant Engineer trade magazine published by the SoE/IPlantE (Nov/Dec 09) it states 'Under the CDM ACoP rules since this summer, CDM-Cs must be on the CDM Register, which is run by the APS (Association for Project Safety).'
I am unable to find any reference to ACoP changes in 2009 in this respect, and ask if anyone knows of this amendment and requirement.

In the ACOP Appendix 5 - Competence - it mentions Member of h&s register administrated by the ICE and membership of APS.
The APS have a CDM Register - so that fulfills that requirement.
Well thats my interpretation.

Oh dear... The Plant Engineer trade magazine is simply wrong.
Membership of APS, or meber of the H&S register maintained by the ICE are only offered as EXAMPLES of how a CDM_C may provide an indication of his knowledge base. There are multiple other means available to provide an indication of appropriate levels of knowledge which clients should be made aware of.
There is NO compulsory listing, registering or membership reqirement. ANYONE can claim to be a CDM-C - in the same way as anyone can claim to be a Health and Safety Consultant. (Although there would then be potential breach of CDMR Reg 4 but we don't need to go there do we?)
Listing on the ICE Register, or membership of the APS does NOT necessarily make anyone 'competent' to deliver the CDM-C role on any specific project... Experience and ability are also required.
In my opinion - anyone ill-informed enough to write this sort of guff is too ill informed to make a good CDM-C. If they can't understand the official written documents, then they shouldn't be writing about the subject in a published magazine which may be read by people who are not sufficiently informed to understand that the information given is simply wrong...

But remember these are only examples of competence- but not definite requirements under the Regs as such.
