I recently became a volunteer on our local Village Hall Committee, when the other committee members found out my job I was asked to give H&S advice to the committee, I don't mind doing this, as I joined the committee to give something to the community, however I am more used to dealing with mobile plant and manufacturing processes than bingo and coffee mornings.
The Village Hall is a registered charity and the committee is made up of volunteers, we have two paid part time employees, a caretaker and a cleaner. We have PAT and Fire Extinguisher Inspections in place, I have written a simple policy, and carried out a basic risk assessment. What legislation applies to Village Halls, and is there anything else I need to be looking at. Any advice is greatfully received

Hi Carol,
My understanding is that the health & safety legislation we all know and love would apply here. I think if you were to apply the same principles as you're used to in your day job then you can't go far wrong. This is something I've become involved in with my chuch - albeit to a lesser extent - and I can envisage some similarities between our two situations.
However I'd recommend undertaking a fire risk assessment of the halls - this could help flag up any safety issues relating to the building as well as satisfying the local fire authority that you're taking cognisance of your responsibilities under the Regulatory Reform Fire Safety Order 2005. If you incorporate a regime of regular inspections following this you can then also demonstrate to any enforcing authority / insurance company that safety issues are being managed.
What would be useful to obtain is a second opinion with regard to risk assessment; should the leaders of the organisations who use the village hall be required to undertake risk assessments of their activities prior to use?
