Question at what level (Bar) does low pressure become high pressure?

There is no simple answer to that. It all depends what you are talking about.

For instance, the Pressure Systems etc regs have a threshold of 0.5 bar g and measure the threshold for statutory inspection as a pressure volume product (i.e. by the stored energy) (except for steam!).

Could you expand on your query please?

I don't know the answer but a guess would be anything above atmospheric pressure i.e. 1 bar (14.7psi).
