Hi, Im pretty new to IOSH however I have a question that is receiving very mixed views. I primarily work in the Road Surfacing industry and have recently passed my Nebosh General Certificate, I have started visiting sites to do inspections and have made findings to which need addressing. One of my concerns is that the men wearing hard hats are wearing wooly hats underneath, this may seem a simple question but my concern is that this hinders the hard hat and may cause it to fall off. Is the simple response to wear a neck restraint or do I have a point that they should not be wearing any sort of hat under the hard hat?

If you search the forums you'll find it's been asked before. The simple answer is that provided the inner hat has no lumps or hard shapes (bobbles, badges, etc.) and it's not too thick, then it's no different to the effect from having a lot of hair - so it's perfectly OK.

there are speialist head warmers made for hard hats [cheap] - I would advise looking at them as if the 'wooly' is not right for the hat and there's an accident - need I go on

You can also get specialist balaclavas that fit under a hard-hat and have mesh over the ear area so hearing is not impeded- useful on a busy site where hearing could be helpful? (The balaclavas I refer to are used in the rail sector- having a hood on when on or near the line is a no-no)

We had a similar situation on our site particularly with the severe cold snaps we have experienced. Contact our local PPE supplier and purchase a job lot of cold store helmet liners - the fit into the webbings of the hard hat. Our guys have now been issued with warm hats ( fully lined hard hats) and normal hard hats - so they can adjust what they wear for their own personal comfort.
